Students to Access Information via SIPA
HESLB Executive Director, Dr. Bill Kiwia, stated that all students who applied for loans for the 2024/2025 academic year can access detailed information about their loans through the accounts they used for loan applications, commonly known as SIPA – Student’s Individual Permanent Account.
“Today, we have started providing loan information for all groups, those who have been allocated loans, while others are still under review. Every applicant can access their information through the same account they used to apply for the loan, without needing to visit HESLB offices,” said Dr. Kiwia. He also added that loan allocations for diploma and doctoral students are ongoing.
Dr. Kiwia also mentioned that HESLB has begun preparing payments for new and continuing students who are loan beneficiaries, aiming to ensure funds reach the universities on time.
How to Check HESLB Loan Allocation 2024/2025
The Higher Education Students’ Loans Board (HESLB) announces loan allocations through the Student’s Individual Permanent Account (SIPA). If your application for the 2024/2025 academic year is unsuccessful, you won’t appear on the list. Allocations are released in phases, including the first, second, third, and fourth batches, with the first typically out around September or October. Follow these steps to check your loan status:
- Login to SIPA: Visit the HESLB Online Loan Application System (OLAMS) at https://olas.heslb.go.tz. If you forgot your password, reset it via the ‘Forgot Password?’ link using your registered email.
- Check Loan Status: After logging in, click ‘Loan Status’ to view your 2024/2025 loan application status.
- View Allocation: If successful, you’ll see your allocated amount and a breakdown of your disbursement schedule by semester, with dates and amounts.
- Unsuccessful Applications: If unsuccessful, you’ll see a message stating so, and you can appeal the decision if needed.
Remember, HESLB loans are not guaranteed and depend on eligibility criteria such as Tanzanian citizenship, valid admission, financial need, and no outstanding loans.
245,799 to Benefit from Loans in 2024/2025
“This year, the Government has allocated TZS 787 billion for a total of 245,799 students, including over 88,000 first-year students who have been allocated TZS 284.8 billion,” said Dr. Kiwia. He further added that the 2024/2025 budget has increased by TZS 38 billion, representing a 5.1% rise compared to the 2023/2024 budget of TZS 749.4 billion. Additionally, the minimum loan amount per beneficiary has increased to TZS 3.0 million, up from TZS 2.7 million last year (2023/2024).
Call for Universities to Submit Examination Results
Regarding the responsibility of universities, Dr. Kiwia reminded institutions that have not yet submitted the examination results of continuing loan beneficiaries to do so, to enable HESLB to process payments on time.
“There are a few universities that have not yet submitted results. We have reminded them, and we emphasize that they expedite the submission of results so that we can complete the payments for students who have passed and are continuing with their studies,” said Dr. Kiwia.
Second Phase List Announcement
Dr. Kiwia also stated that the second phase list of students awarded loans for the 2024/2025 academic year will be announced next week.
